Adam apparently observes these animals being made, and based on their behavior, he names them. It might be that God is taking the ground from the same place he made Adam, but it could be from the ground there in the garden. Remember that the birds and fish were made from the Heavens, dual, not the land, but here both the birds and beast are made from the ground. If the Garden is in Heaven, then it would make sense that the birds are made of the same stuff as the beasts. It seems that Adam must have been either taught a language, likely Hebrew, or it may have been given to him directly, as sight was given to a man born blind by Jesus. No mental development was needed. Notice that no fish are made here, only birds and beast.
